Emulsion should wash off but couls also be licked off so take advice from a vet.

I would say yes as it is chemicals. Not as bad as gloss paint - when he comes back would try washing it off with warm soapy water. If it's really bad or he looks like he has ingested it I would be ringing vets.

Read some of this - so much conflicting advice but I would resort to vets :)

Butter was having a mad half hour, and has stepped in some emulsion paint and run off can it harm him if eaten. 

We have  been keeping an eye on Butter since his little mishap and can happily say that he has had no side effects whatsoever, he's eating fine -well - as he usually does 'finicky', affectionate, grumpy when you pick him up - he's never been a cuddle cat  :(.... Were so happy that he's okay, up to now anyway  ;D fingers crossed
