How can anyone possibly abandon their cats at the vets?

2 Cats Tilly and Sox 11.5 years old have been abandoned at the vets. The vet has seen these animals and personally spayed and neutered them some years ago. They are both apparently very friendly. They are brother and sister. One of them has the beginning of a kidney disease but the vet says that it is more of an insufficiency and she will be fine with meds for the rest of her life.

The vet has tried all the local rescues and no one has anyroom. He does not want these to be put down and is willing to transport them to wherever to ensure that they have a home to go. The vets do not have room to keep them and I am worried that they will be left with no alternative other than pts..
