Had a response from the finder:

Many thanks for your advice...the cat has only just started to come to me so if I can I'll take him to the vet for scanning...if no-one claims him he will be welcome to stay with me. Best wishes Deborah Jordan

Taken from the national pet register.  I have contacted the finder with advice:
