Part of our animal welfare lecture this morning was that we were given true-life animal cruelty cases and asked to discuss them in pairs re the punishment given etc. The consensus was that the punishment is always paltry compared to the crime. Our lecturer agreed with this - she just wanted to see what our opinion was. She said regardless of laws being there to protect animals, they are still seen as utilitarian - there for humans benefit.
