Does anyone know what happens when a feral cat who gets bullied is neutered and released? Would the bully leave the other one alone, or possibly get worse?

The feral doing the bullying would also need to be neutered in order to stop the bullying.

I suppose so, but then I think another feral cat could take over and become 'Top Cat'. I guess this is who the bully thinks he is!

Not necessarily, no. Bullying in any cat but particularly in ferals comes from being left entire. If the bully were to be neutered, they could still keep their position as top cat without displaying the bullying behaviour. Ideally all ferals in the colony would be neutered, which would stop any bullying from any cat and increase the life expectancy of the whole colony.
