For any of you house-cat slaves out there who are optimistic (or insane) enough to think that taking your cat out on a lead is a good idea..... here is a lovely unused Trixie cat harness.
It probably IS a good idea and I am sure many of you manage it successfully but we fell at first hurdle ie getting said cat into the flaming harness in the first place, May be best for young compliant cats.

Is adjustable, just measured and is a max circumference of 27cm, (just over 10 inches) round the neck and 37 cm (about 15.5 inches) round the chest so reckon it could take a largish cat or small dog.
