I got a spam about these but there was no link so I googled it. It looks like some kind of rotary nail file  :Crazy:

I think I saw these on The Dog Whisperer the other day, the dog didn't like the noise it made, until he was whispered to! Didn't see them being used though, look like they'd be particularly good for dogs, what with them having tougher nails but not being a dog owner I don't really know!
