Depends what you mean when you say flick

A wagging tail is angry, but gently wagging Ok. Just a flick i dont think has a meaning.

One of my new cats Geoffrey has a gentle tail movement practically all of the time, it doesn't seem to indicate annoyance/playfulness/anything in particular, it is just constantly on the move.  It definitely forms into a distinctive wag if he's miffed about something so with him I think it's just one of those little idiosyncracies.

Alice does it all the time. If you speak to her, it waves even more - even if she is purring. I told the vet a while back and he emptied her glands but she still does it.

Iv been lucky and not seen it done smelt it, but iv heard stories.

Cats are done externally, not sure about dogs, guess it depends how thin the vets fingers are
