Title: New law- responsible pet owner

Hi all, I was listening to the radio the other day and I  just caught the tail-end of something about a new law being brought out about responsible pet owners, but then I thought surely this will only effect people who actually take there pets to the vets, so how will this new law effect people who don't really take care of there animals? Dose anyone else know more about this??
