Title: Petition to grant better laws to prioritise the right of animal suffering

Please sign this petition to the Prime Minister to prioritise the rights of suffering animals over the rights of their owners to keep animals and to grant the RSPCA the power to remove any suffering animal (permanently) to a place of safety without delay
