scabby cat - is it a flea allergy?

Hi all

One of my cats, Sammy, has in the last few months developed a seriously scabby back - but I never see him nibbling or scratching. The vet, when I took him a while back, said it was a flea allergy and told me off as if I never treat my cats - but I Frontline them every 4-6 weeks, summer and winter. Sammy is 13 and has never had a flea allergy before. Neither Charley or Seth are showing any signs of having fleas. Sammy doesn't appear to have any trouble with itchiness... unless you pick his scabs, which he REALLY enjoys. In fact, he's absolutely fine in himself, although he's a bit smelly (even though he had his teeth descaled when he was last at the vets)

Any ideas? Is there a flea treatment which is more effective than Frontline? Or could it be something other than a flea allergy? Help!
Ah, summer - the season for a daily mouse...
